The National Council for Agricultural Education has published an instructional manual (out of print) on yellow perch culture that is presently housed in electronic form (pdf) and available for down-loading at the AquaNIC Internet web site at the following address (URL) http://ag.ansc.purdue.edu/aquanic/publicat/govagen/ncae/council.htm#Yellow Perch
You will find a lot of information on yellow perch biology, life history and cultural requirments and current practices that should help you. AquaNIC also has a place right on it's home page (http://www.aquanic.org) where you can find technical information that is species specific. Under yellow perch you will find several publications relevant to their culture.
I, also, suggest that you contact your state aquaculture specialist for state specific information regarding yellow perch culture. He or she can also put you in touch with the state aquaculture association and other yellow perch growers who may be able to provide you with some of their own "lessons learned."
Finally,if you have any specific questions, please post them and we'll do our best to respond. Good luck.
