Mike, Bruce Wilkins, formerly of NY Sea Grant (I think he retired), states in his book, "Views on Sea Grant Ad visory Service Work" (1980), that the goal of the extension service is to 1. transfer knowledge in a form useful to people 2. stimulate adoption of knowledge by appropriate people 3. stimulate people to conduct research neede to solve coastal problems. He goes on to state that only one word is common to all three roles---people. "Our role is to change people--not to generate knowledge, not to hold meetings, but to change people."

This is for general Sea Grant, but might be of help in helping you come up with your own response. I agree, it's not an easy question.
